PPAI’s annual Legislative Education and Action Day drew more than 70 industry leaders to the nation’s capital to build relationships and advocate for the interests of the branded merchandise community.
Tariffs and trade topped the list of concerns, as well as opposition to the SWAG Act and support for the Modern Worker Empowerment Act.
Whether experienced attendees or first-timers, all were eager to share the promotional products industry’s scope, influence and needs with representatives, senators and their staffers.

Each official’s office handles this differently – some feature a “Contact Me” button at the top of the homepage, while others are less prominent. Once you have the numbers, each call should take only a couple of minutes.
Oppose The SWAG Act
PPAI has been working to oppose the SWAG Act, both with direct outreach to Sen. Ernst who filed it, and with a letter to her signed by PPAI members in her state. While a team from PPAI met with the senator to discuss possible modifications to the bill, we are asking other legislators to oppose the SWAG Act so that federal agencies have the flexibility they need to educate the public.

Promotional products are a vital communication tool for government agencies, businesses of all sizes, charitable organizations and more. As your constituent and one of more than a million promotional products professionals in the United States, I urge you to oppose the SWAG Act.
Support The Trade Review Act of 2025
In meetings with Senate offices, PPAI members expressed support for the bipartisan Trade Review Act of 2025 introduced in the Senate, which would grant Congress a vote to approve or disapprove tariffs introduced by the president. LEAD teams thanked the bill’s current sponsors and asked other senators to lend their support to the measure.
Although the president has said he would veto the bill if passed, this is an easy way to express your concerns about the negative impacts of tariffs and support congressional oversight.

Here’s a sample message you can use for your call to express support for the Trade Review Act of 2025:
I am calling to ask you to support the bipartisan Trade Review Act of 2025, which would restore congressional oversight of tariffs, promote a more strategic approach and better reflect the interests of the American people. While tariffs can be an effective tool when deployed as part of a holistic strategy, the current approach doesn’t account for potential negative outcomes and instead will raise costs for American consumers and disrupt operations for nearly every American business.
Support The Modern Worker Empowerment Act
Many promo sales pros choose to classify themselves as independent workers, and PPAI has long been advocating to protect independent work relationships. The Modern Worker Empowerment Act would accomplish this aim and provide a clear definition that is more favorable to independent workers.

Many Americans choose to work as independent contractors, and the confusion over the rules in the past few years has made things harder for workers, businesses and entrepreneurs. As your constituent and one of more than a million promotional products professionals in the United States, many of whom choose to work as independent contractors, I urge you to support the Modern Worker Empowerment Act, which would apply common-sense rules to protect independent work.
