The U.S. Trade Representative (USTR) has issued a new list of 108 products exempt from the government’s Section 301 tariffs on imported Chinese goods.
The USTR’s product exclusion process allows interested parties to submit requests for specific products not to be included among those tariffs. To be exempt, petitioning parties must show that the particular product is available only from China and no comparable products are available from sources in the U.S. or other countries, and that tariffs on the product would cause severe economic harm to them or other U.S. interests, among other factors.
The products on the most-recently announced list of tariff exclusions includes items that have obvious medical uses, such as printed circuit boards for medical infusion pumps and controllers for hospital beds, as well as a wide range of motor equipment, certain types of backpacks and luggage, bicycles and bike parts, football chin straps and pre-chopped garlic sold in retail stores. The exclusions will apply retroactively to September 24, 2018 and extend to August 7, 2020.
