Within the business community, there are legitimate concerns about significant intellectual property and forced technology transfer issues in China. However, placing tariffs on products that are legitimately produced and traded is not the remedy. It has been reported in a variety of news outlets that tariffs of up to $60 billion could be proposed.
Imposing tariffs on electronics, apparel and other products would raise prices for American consumers and companies, and would not do much to address the problems that stem from unfair trade practices in China. Effectively, the increased costs would impose a tax on consumers and businesses. Such tariff treatment would be harmful to the promotional products industry.

The shift among many globally competitive companies to focus on core competencies and outsource other activities has led to the creation of global value chains that cross professional and national boundaries.
Indeed, the promotional products industry contributes significant economic benefit throughout the U.S. economy. In doing so, this industry also contributes to a vibrant and diverse eco-system of international coalitions that serve the United States well.

For decades, the joint employer standard has protected small businesses from liability involving employees over which they do not have actual or direct control. A recent decision by the National Labor Relations Board has put pressure on primary companies to assert more authority over small businesses to limit their new liability in federal labor law. As a result, small business operators may no longer have control over the business that they have built, nor will the employees that they have hired and trained be able to depend on the operator for their livelihoods.
We are asking that you join with us in taking action to urge Congress to pass the Save Local Business Act which would establish a simple definition for “joint employer” and eliminate the likelihood of small business being directly affected.
